摘要: 由于户籍制度及其一系列其他福利制度的存在,中国城市劳动力市场上存在对外来劳动力的歧视并表现在就业岗位、工资收入和社会保障等各个方面。本文从劳动力市场歧视的概念入手,分析了歧视的来源及其与劳动力市场发育水平的关系,探讨了可能存在的对外来劳动力的歧视及其下降趋势,并利用微观数据,证实了这种下降趋势。在分析的基础上,文章提出了一些消除对外来劳动力歧视的政策建议。

Changes of Discrimination against Migrant Workers in China’s Urban Labor Market Abstract: There has been existing discrimination against migrant workers in China’s ur- ban labor market due to the household registration system and other related welfare systems. Migrant workers are disadvantaged on employment,earnings and social security,compared with urban local workers.This paper introduces the definition of labor market discrimina- tion,analyzes sources of discrimination and the relationship between discrimination and la- bor market development and examines whether there exists discrimination against migrant workers in China’s urban labor market and its causes and decreasing trend theoretically.The paper also uses micro data to give evidence that the discrimination against migrant workers has been decreasing.Based on the above analysis,the paper gives some policy suggestions on how to eliminate discrimination against migrant workers.
