寻租成本问题研究述评（下）

寻租理论起源于对追求垄断保护的寻租厂商的社会成本的关注，认为垄断厂商的“无谓损失”不只是传统的“Harberger三角形”，还包括“Tullock四边形”。学者们从垄断厂商参与寻租活动的进入成本、寻租者数量、寻租活动的边际收益率、信息完备程度等视角研究均衡时垄断厂商的寻租支出，预测垄断厂商的寻租成本。随后的研究突破这一研究背景的束缚，把寻租活动的社会成本延伸到更为广阔的领域，包括寻租活动对经济增长、社会福利、社会道德的负面影响等，初步确定了寻租成本的范围。

从垄断厂商寻租成本的确定来看，现有文献主要通过混合战略均衡来解决：一种方法是寻租者随机选择寻租支出，租金全部分配给支出水平最高的人；另一种方法是寻租者随机选择寻租支出，但租金按寻租支出的比例进行分配；还有一种方法是寻租者既随机选择进入／退出战略，同时又独立地决定最优寻租支出。混合战略是否能够用于寻租研究，引起了部分学者的质疑，与此伴随的问题还有，如果可以将混合战略应用于寻租均衡研究，那该如何使用和解释呢？未来也许需要加强对这些问题的关注。

关于寻租成本理论的第二个主要问题在于寻租者有关特性的假定。自Tullock（1967）建立有效寻租模型以来，多数学者模仿他的做法，在研究寻租均衡确定寻租支出时，通常假定寻租者对风险的态度是中立型。近来开始有学者以寻租者风险规避型为假定，研究均衡时的寻租支出。寻租者为风险中立型还是风险规避型，对均衡时的寻租支出起着重要影响。如何验证寻租者的风险态度，将是未来的一大关注。此外，多数模型假定参与寻租活动的寻租者同质、对称，但这一假定与现实多有不符。如何解决寻租者非对称、异质性对均衡时寻租支出的影响，也将是未来的一个方向。

第三个问题是许多寻租模型都还没有得到实证检验。许多模型认为，均衡时的寻租水平与寻租收益率密切相关，但到目前为止还没有学者成功地建立寻租生产函数，也无从对寻租的边际收益或边际成本函数进行估计。虽然学者们也根据不同假定，提出了有效寻租的概率函数，但似乎依据不足，且概率P的影响因素及长期内的变化情况等问题都还没有触及。这一难题的主要原因可能在于实证研究的两种方式：实验研究和自然观测数据的实证研究。实验研究虽然可以在一定程度上模拟现实的寻租环境和寻租活动，但结果不具有普遍性；发生在实验室外的寻租活动所耗费的时间和金钱则难以通过自然观测手段获得和量化，对实证研究不利。未来若不能突破这些问题，则寻租成本研究乃至整个寻租理论必将停留在一些比较肤浅和表面的问题，陷入僵滞，治理寻租就成为无源之水，无本之木，缺乏生命力。
