    Abstract: Cyber space is a complex computer network world. Based on a clear structure of cyber space and cyber strategy, and further, an in depth understanding of its development, security, cooperation and application, we can design the top layer of the wisdom city from the height of the strategic development for the future, which had a very vital significance.
