金玲:“一带一路”与欧洲“容克计划”的战略对接研究

    （三）美国因素
    美国对“一带一路”倡议的解读并非只停留在经济层面，更多从地缘政治视角考虑，认为这是中国挑战其全球霸权地位的重要举措。尽管美欧双方的对华战略基于不同的利益考虑，但作为国际体系的“守成力量”，在应对新兴大国的群体性崛起时，美欧具有明确的共同利益。例如，在中国与周边国家的领土领海争端中，尽管欧盟并没有效仿美国采取明显的“选边”政策，但却始终与美国保持密切的协作关系，并在多种场合对中国施压。又如，美欧共同推动跨大西洋贸易与投资伙伴关系（TTIP）谈判，事实上是为了维持美欧的国际地位和影响力。因此，美国因素事实上仍是欧洲对外战略的重要背景因素，也是“一带一路”倡议与“容克计划”对接中最重要的域外因素。
    因此，欧盟能否在对华战略与政策决策中坚持自身利益、保持重大独立性，对中欧战略对接至关重要。需要指出的是，这一积极态势正逐渐显现：英国、德国、法国等欧洲大国不顾美国反对加入亚洲基础设施投资银行（亚投行）都显示出欧洲国家对华战略的独立性提升。但在另一些领域，如中欧双边投资协定、中国周边安全等，欧洲对华战略的独立性仍有待发展，或许这正是“一带一路”倡议与“容克计划”对接的最重要的国际政治成果。
