中央企业在国家创新体系中的功能定位研究

    A Research on the Function of Central SOEs in National Innovation System

    摘要：从创新生态系统观的研究视角、基于国有企业分类改革的思路并针对中央企业的技术创新的现状进行分析，中央企业应该将自己在国家创新体系中的功能定位为重大自主创新生态系统的核心企业，将更多的资源集中于重大自主创新生态系统的构建。中央企业应通过整合创新资源引导创新方向，形成创新辐射源，培育具有前瞻性的重大共性技术平台，寻求突破重大核心技术、前端技术以及战略性新兴产业的先导技术，从而有效发挥中央企业在调整经济结构、产业转型升级中的带头和引领作用。
    From the perspective of innovation ecosystem concept and the idea of classification reform of stateowned enterprises, this article puts forward that central enterprises should be core enterprise in the national innovation system in view of the current situation of the Central SOEs＇ technological innovation. The Central SOEs are suggested to focus on the construction of major independent innovation ecosystem system, to cultivate forward-looking important common technology platform, to break through major core technology or the cutting-edge technology in a new industry, as well as to play effectively leading role in both the adjustment of economic structure and the industrial transformation and upgrading.
