1.0 PURPOSE
The purpose of this procedure is to identify the positions and organizational responsibilities within Engineering Department.
2.0 SCOPE
This procedure is applicable to the organization of engineering department through the entire project (See Exhibit 001-1).
3.0 RESPONSIBILITIES
3.1 MANAGEMENT RESPONSIBILITIES
3.1.1 Engineering Manager
The Engineering Manager reports to and receives project direction from the Project Director. The Engineering Manager is responsible for directing all aspects of the engineering work. The Engineering Manager provides project direction to the engineering team and is the focal point of the entire CPECC engineering effort for the project. The Engineering Manager is responsible for assuring that all engineering activities are carried out in compliance with the quality assurance program and the project engineering instructions and procedures. The Engineering Manager will assure close interfacing and coordination of engineering activities with Procurement and Construction Departments.
3.1.2 Deputy Engineering Manager
The Deputy Engineering Manager shall assist and take responsibility for the Engineering Manager to deal with various engineering affairs, who is responsible for:
• project engineering progress, technical key points and quality control.
• organization and implementation of project commissioning and start-up
• inter-relationship coordination among functional offices of Engineering Department.
• timely resolution of various technical and managerial problems to assure the smooth execution of project engineering and the timely completion of the various assignments.
3.1.3 Project Engineers
Bearing the responsibility for the Engineering Manager, these Project Engineers shall:
• prepare the project engineering implementation plan.
• coordinate the inter-relationship of disciplines.
• check and expedite the engineering progress and executions of each discipline.
• apply the relevant statement of QA/QC Office and control the quality of engineering documentation.
• follow the various technical requirements specified by Technical Office.
3.2 FUNCTION OFFICE RESPONSIBILITIES
3.2.1 Technical Office
The Technical Office shall:
a. maintain a staff of various technical experts, engineers and designers.
b. be responsible for carrying out unified regulations, standards for the project.
c. develop and review equipment and material procurement documents, and organize technical negotiations with suppliers for equipment and material by each discipline, as required by Procurement Department.
d. organize designated specialists for discussing and dealing with the critical technical problems of each discipline one by one in groups and make guiding comments.
e. solve and coordinate all technical problems for each discipline.
f. study variations in engineering with QA/QC Office, and submit to the Engineering Manager for approval.
3.2.2 Control Office
The Control Office shall:
a. bear the responsibilities for working out detailed design plan for project under the supervision of Project Control Department.
b. check, supervise and coordinate the implementation of the detailed design plan.
c. be responsible for issuing weekly progress reports and monthly progress reports, and submit to Project Control Department on time.
d. make suitable adjustment to the design plans, and submit the outcome of adjustment to Project Control Department in time after the approval of the engineering.
3.2.3 Administration Office
The Administration Office is responsible for:
a. administration of internal and external documents, drawings, engineering documents and letters of the department, including receiving and distribution documents.
b. translating, issuing and submitting works of engineering documents.
c. management and maintenance of computer system, installation and maintenance of basic software and management of computer instructions and documents.
d. secretary works during entire engineering under the direction of project Administration Department.
e. office works and routines of Engineering Department.
3.2.4 QA/QC Office
The QA/QC Office:
a. performs routine reviews of engineering design output documents, which are considered as “Self Quality Checks” of the Engineering Department.
b. is responsible for organization, coordination and verification of implementation and execution of the quality system on behalf of the Engineering Manager.
c. is responsible for the organization, coordination, revision, explanation, issuing and management of development of procedures and job instructions under the supervision of the QA/QC Department, and responsible for the distributed documents with effect.
d. is responsible for quality control during entire engineering, and giving preliminary direction, interim examination and evaluation of final results.
e. is responsible for quality analysis and collection, handling, transmitting and feedback of quality related information.
f. has the authority for the quality of all design output document of Engineering Department.
[0] 3.2.5 Field/Local Office
Engineering Department will, in accordance with the needs of the field activities and construction schedule, mobilize various discipline engineers to the field for construction support. The construction support engineering’s responsibility and procedures are detailed in procedure EDP-016 of this manual.
